Delfim Vidal Santos has been with TFRA since 2006 and has been a partner since 2025. 

His main areas of practice are Civil and Administrative Litigation and Data Protection, in addition to his extensive experience and practice in the areas of contracts and real estate.

He holds a Law degree from the Faculty of Law of the University of Lisbon (2006) and completed his academic training with a Postgraduate Degree in Legal Sciences from the Faculty of Law of the Portuguese Catholic University (2008) and a Postgraduate Degree in Health Law from the Faculty of Law of Lisbon (2009). He also obtained a Master’s degree in Legal and Business Sciences from the Faculty of Law of the University of Lisbon (2014).

His specialized training includes a Mini-MBA in Aviation Law from the IIR-Institute for International Research (2010) and the General Course on Intellectual Property from the World Intellectual Property Organization Academy (2013). In the area of data protection, he completed the Advanced Course and Certification in Data Protection Compliance at the European Institute of Public Administration (Maastricht), obtaining certification as a Data Protection Officer (2017). He also attended the Advanced Course on Challenges of Financial Technology in a Data Economy at the Center for Private Law Research of the Faculty of Law of Lisbon (2017).

He holds technical certifications in IT security, namely the Microsoft Technology Associate (MTA): Security Fundamentals Certification (2018) and the CompTIA Security+ Certification (2018).

He is a member of APDPO and served on its legal committee (2022–2023).

He is the author of legal publications, having published “Credit Rating Agencies and the Global Financial Crisis” in the Revista de Direito das Sociedades, Vol. III, No. 1 (2010), and subsequently expanded on this research in the book of the same title published in 2015.

Admitted to the Portuguese Bar Association since 2009.
